Aviva has released further details of a proposed new tower by Fenchurch Street Station as it prepares for a public consultation on the scheme.
The insurance giant’s investment arm, Aviva Investors, has also revealed the first images of the potential new 31-storey block.
The early proposals for the redevelopment of 130 Fenchurch Street, due to go out for consultation tomorrow (December 10), include a publicly accessible cultural space and terraces, new food and drink spots, and a pedestrian route connecting Cullum Street to Fen Court.
Ben Littman, Head of Development, Real Estate, at Aviva Investors, said the aim is to “create a scheme that can play a role in continuing to attract world-leading businesses to the Square Mile, whilst also benefitting the surrounding area”.
In August, the Local Democracy Reporting Service (LDRS) covered an Environmental Impact Assessment (EIA) scoping report filed with the City of London detailing Aviva’s plans to knock down the existing structure and build a new tower 29-33 stories above ground.
This is almost double the 17-storey design drawn up by Farshid Moussavi Architecture before that scheme was mothballed several years ago.

CO-RE was earlier this year appointed by Aviva to lead the new proposals.
The works were reported as expected to begin in early 2026 and to be complete by 2030.
Aviva has now issued more details on the emerging plans, including the proposed height of 31 stories.
In a release the company writes how it is looking to deliver a range of new spaces, such as food and drink units and a new pedestrian route, cultural space and public terraces, alongside offices.
The first round of public consultation is to begin tomorrow from 12-3pm at 130 Fenchurch Street. A second session will be held on December 12, 4-7pm, at the same location.
The next consultation is planned for early 2025 following which an application is expected to be submitted with the Corporation.

Our proposals for 130 Fenchurch Street are designed to breathe new life into what is a tired, inefficient and outdated asset, and create a scheme which we think will be a showpiece in this exciting part of the City.
“Working with CO-RE and WilkinsonEyre, we believe these proposals have the potential to deliver a scheme of the highest standards. The City Plan 2040 outlines more than 1.2 million square metres of additional office floorspace being required by 2040 and we are pleased to support the delivery of that through these new proposals, adding to our existing schemes at One Liverpool Street and 101 Moorgate, demonstrating our continued commitment to the City as an exciting place to invest.”

The Fenchurch Street site is in the same vicinity as a number of other approved schemes, the most recent being the 36-storey tower green-lit at 60 Gracechurch Street.
